If you know their taste well enough, I think there are a lot of options. Perhaps magazine subscriptions? Nice pictures or picture frames? Pretty vases or decorative jars? I often see a lot of really nice, nearly new items like that at thrift stores and flea markets, with and without boxes. Do they collect any specific thing? You could always buy something to add to an existing collection. Or, you could always bake cookies, make fudge or some kind of specialty bread, and present it in a pretty tin or box.
I'm not good at shopping for men but if these are young women visit claire's, icing, forever 21 or charlotte reusse for cheap (but cute) earrings. Also try Victoria's secret for cute little makeup and body sprays that many times you can get for around $10. Bath and Body is good too, they have that deal where you can buy a certain amount of lotions for a certain price. It works out to around $5 for a bottle of lotion, body gel or spritz.
Try American Eagle or Aeropostale for socks and jewelry also.
Try Kohl's, Walmart or Target for those fuzzy little slipper socks. You can probably find those for pretty cheap...definitely less than $5. Combine those with hot chocolate, marshmallows, peppermint stick and a mug and you have a gift for around $10.
This year for my cousins that age group I am putting together tolietry baskets for their dorm rooms. The baskets so far include Toothpaste, Toothbrush, Bodywash, and lotion I have gotten all the items free or super cheap using coupons and/or shopping at CVS. I am then for the finishing touch going to throw in a towel set.
I buy super nice towels all year long when I can get them on sale/clearance for holiday and wedding gifts etc. But currently you can get a towel at Wal-Mart for $3 and a washcloth for like $1.50.
3 of them are living on their own (graduated from college) and the other 3 are living at home.

I've been thinking of baking cookies or going to the dollar store. We have nice dollar stores in the SF Bay Area. The items are from Japan, where you can find plastic storage containers, Japanese bowls, plates, cute shower accessories, notebooks, kitchen tools, etc. Hmmm... I'm getting more ideas here. =)
What about putting all the ingredients for making cookies in a jar, tied with a ribbon and instructions? I know I've seen those; I bet you could find recipes or how-tos online...
